Working offline

Build a website offline, without an internet connection

Yes, you can build a website without an internet connection. With website builder software installed on your computer, such as TOWeb, you design, write and preview your whole site offline. You only need a connection when you publish it.

Updated 23 October 2026.

What is an offline website builder?

There are two ways to build a website. With an online builder, the tool and the site live on a service’s servers: you work in the browser, permanently connected. With website builder software, the tool is installed on your computer and the site is a folder of your own: you work on it whenever you like, then publish it to the host of your choice.

TOWeb is software of this second kind, for Windows and Mac.

What you can do offline with TOWeb

  • create the site, choose its style and organise its menu;
  • write pages, blog posts and documentation;
  • prepare products for the online shop, with their prices, variants and stock;
  • set up bookings, forms and languages;
  • place images and videos already imported on your computer;
  • see the site exactly as it will look online, on desktop, tablet and mobile.

So a slow or dropped connection doesn’t stop you: you keep going, and publish later.

What needs a connection

  • publishing the site to your host, then updating it;
  • searching for royalty-free photos online;
  • using an online AI to write or translate; an AI installed on your computer works offline;
  • downloading TOWeb updates.

Once published, your website is a website like any other: your visitors view it online.

Who it’s useful for

  • you work on the move, on the train or on a plane;
  • your connection is slow or patchy, in the countryside or in the mountains;
  • you prefer to prepare a new version of your site at your own pace, then publish it in one go;
  • you want to keep a complete copy of your website on your computer.

Your website is a folder on your computer

With TOWeb, each website is a project on your computer: you back it up like a folder, copy it, and publish it to the host of your choice. Switching hosts just means republishing, without rebuilding anything.
